Shipping by length, weight and country

Hello,

I know there are some plugins for shipping by rules, but I would like to ask which one would be the easiest to configure to get a shipping by package length, weight and to specific country.

Example:

Packages shorter than 600mm have cheaper shipping
The shipping also varies with package weight, if the package weights 0-1kg, its price A, from 1-2kg, price B, 2-5kg price C, etc.
Also, the shipping varies with destination country, as the charges aren't same when shipping to the US and Australia.

Is there any plugin that I could merge all those rules so it could read them all?

The only problem now is that when I activate 2 of shipping options with rules, the cart isn't working
