Quantity based pricing calculations

Hello all, i'm looking for a solution that can get this done:

1. An item is selling for $1. For items with a quantity from 1-99 a flat surcharge of $100 is applied. From 100 units onwards its $1 per unit.

If the customer wants additional services then we go to stage 2:

2. If printing on the item is required, quantity from 1-99 units gets a flat surcharge of $250, from 100-299 gets a price addition of $2 per unit, 300-455 its $1.50 and so on.

Any suggestions?
