Hi, I have problem with discount price in order

I have order - img :

Problem is that the discount is calculated from the amount of the entire order with tax.
But left to me to be computed from the price without taxes.

I have set discount how : modifier prices without taxes for entire order - img :


Where is problem ? thanks
