order completion email / state dropdown

Hey guyz. Im having two issues with virtuemart.

Im using 3.2.14 version

The first issue is that at some point it stopped sending the email with the order after the completion of the order. To the customer and me.

The second is that the dropdown of State/province is empty (it also used to be fine).

Could be a template issue. Upgraded from what. Joomla old and new, php old and new .....
