B2B shopping cart - offer request

My customer needs a business-to-business "webshop" where his customers (dealers) can collect a set of products into a "shoppingcart" and then request a price for the entire package. No payments or shipments would be handled in the webshop -  the checkout would only result in a mail request to the manufacturer for a price of the included products. The actual order and purchase would then be handled separately.

Is this possible to do with VM?
