Attachments in Orders/Invoice Emails

In Germany we have to attach some PDF Documents when a customer orders online.
- Revocation Information
- Terms and Conditions

How can i attach PDF files in order confirmation and/or invoice ?

EDIT:
Updated to 2.6.6 and only emails are sent to customers - without any attachment (i configured terms and conditions),
In Backend the PDF files are empty - only Header and Footer are visible - nothing else in it....

and in vm3, a lot of this will be a lot easier.
