How to create Quotation functionality with Virtuemart 2.0.16

Hello,

I would like to use VM as a catalog, and allow the users to create a Request for Quote  (RFQ) where they put the products and the quantities, in the cart, and the cart will send them to the website owner. The owner can reply back with prices using email.

Ideally the shop owner could add prices on the original quotation (in VM) and the system could let the customer know through email that the quotation is ready to go and check online.

How this can be done?
