emty list for Stat/Provins/Region

my list for State / Province / Region is empty, is there some who know how I get it configured. I think I have looked everywhere

What do you mean? A specific country is empty or is not working in the front end?
If is the second please check for javascript conflicts...

Use firebug to examine your site code and styling .. also for checking js conflicts ...
