Perhaps you have a version of hebrew language files, in which the backend is not yet translated. Check if your-joomla-root\administrator\language\he-IL\he-IL.com_virtuemart.ini is actually translated into hebrew.

If you enable "Debug Language" in Joomla configuration and go to a VirtueMart backend view, does Joomla debug show errors in the ...\administrator\language\he-IL\he-IL.com_virtuemart.ini file and does it say that this file is loaded?
