Editable Orders from Back-end admin

Hey everybody.
I'm looking for 3 Back-end customizations and a programming help.
1. Customization : Orders small workflow
When customers order on our shop they do not pay before we verify.
We may phone to them and help in choice of products and propose shipment solution.

We need the Order being editable till the customer is asked to pay.
-to add new products, can be for free.
-to apply a special coupon code
-to customize delivery price (in case of several commands could be grouped)

2. Customization
I need to group several shipping in single global (grouped) shipment to a delivery point at a date and to indicate on order-invoice.

Ideally three languages are needed  : DE, UK, FR (I make the Fr translation, native DE would be the best).

4. programming help
When order is complete, I want to be able to set a new status from the Orders admin view and set a new status 'full complete'.
I want to catch from the view this status change.
I simply need to know where it is programmed in administrator\components\com_virtuemart\views\orders\tmpl\orders.php
Then I could update the records in Post Affiliates Pro with the snippets

Can somebody provide assistance ?,
I do not know existing extension for orders managing.
I'm ready to study precise quotation. I have EU VAT Number. But, please, do not ask for credentials.

This one is easy if I'm understanding you correctly.

Admin.. Configuration.. Order statuses... New...
