change the default tax rate

I'm probably missing something obvious, but am going round in circles as to how to change the default tax rate from one VAT Tax Rule to another - I'm using vm2.0.10

Just to be clearer on the probelm:

I have two VAT tax rules set up. Under the product menu there is an option to apply default tax rate - when I do so it shows me which of the two tax rates is being applied. But I have no idea where to begin to change the system so that by default the other of the two tax rates is used.

Some further thoughts - but I'm not sure about the logic here - can anyone confirm?

From what I can deduce there is no setting of the default tax rules. Rather you either assign a specific tax rule to a product or - if not - then (i) you either choose no tax or (ii) "default tax". In this case all tax rules that are associated with the same categories (countries, customer groups) as the product itself will be applied. (and if the tax rule is not associated with any category etc, then it will be applied to all products for which the "use default tax rate" is set.

Hopefully I'm right here ...
