is there a shipping module based on length?

Just wondering if there is anything available in the 'shipping' department based on length out there.

example , a 'hanging systems' scenario for a picture framer.

if a client orders 2-3m hanging rails the delivery ppl charge different rates then for weightier items.

for example

1 x 3m rail = $25.00 (to selected areas/Regions)
5 x 3m rail = $25.00 ""

Also if the weight of the rails exceeds a certain amount they may charge 'Extra' for this as well.
