Are plugins required for offline payments & basic shipping?

This is my first time using VM2, although I have been a VM user for several years. I am having a hard time figuring this new version out, but after a few hours of research around the forums it seems to me that there are a couple of plugins required to get a working cart.

This site that I am doing now requires offline credit card processing. In order to get this functionality, is the commercial plugin required?

The shipping is by weight, with the first pound being a set dollar amount; the next 4 lbs. is another dollar amount per pound; the next 10 pounds is an additional amount per pound, and etc. Does this also require a plugin to accomplish?

Am I right? Am I missing something?

For off-line processing where your Merchant card service accepts it then you do require a plugin, http://extensions.virtuemart.net/extensions-virtuemart-2/offline-credit-card-processing-detail

Shipping calculations by weight can be handled by the supplied shipping plugin installed with the  com_virtuemart.2.0.x_ext_aio component.
