Virtual Tax?

In the older version there was a tab to turn off Virtual Tax. 

Now I cannot find it in the new version.

If I have an item that I want to sell for $10.00, I only want to add 5% Virginia Tax.  Everything I put in to the products adds 5% to the selling price!

I've searched the docs and this board.  Can't find it!
