Regarding a "virtual product"

I have one "product" that I need to be free and without shipping. Essentially, it serves as a means for administration to submit custom orders to the orders page (which our manufacturers view). Our manufacturers look at the processed page to build orders. So it's for our office to communicate with out other location in an organized way (using custom fields so this office does not simply write a disorganized message. Is there any way to do this while maintaining pricing and shipping for our standard products (that individuals order, not our office staff)?

1)can your staff be placed in a special group - give the 100% discount on shipping, postage and products -
the orders would all read $0.00 and you would notice that normal products would have a cost?

or clone your product - give the new product - 0 weight, cost and price. Your staff would see these ( manufacturers would notice the products ) - maybe place that product  in a special category ( just one) - so that you can recognise orders instead of purchases.

* the public would not see these categories/products. Guest can buy and your registered staff would order the same "but different product".
