I need to contract someone to assist in making my shopping cart function correctly. Currently, I cannot get past Shipping Method page... Not really sure what is going on with that, but I've made all known adjustments...

Will escrow money or what is preferred by the fixer... Will Pay 50.00 USD for projects. Should be a quick fix for someone with knowledge of Virtumart

Your shopping cart function is fine on IE. I think the problem is in your template's JS file.
