Paypal "Extra Info" - values for "no_shipping"

Can anyone explain the differences between the different settings for the "no_shipping" property (or point me to documentation on it)?  Right now, mine is set to "2" with a comment of "for verified addresses only", but I can no longer remember why I set it that way  :(.
