You need to be specific, are you using PayPal or PayPal Pro?
I have no problem with PayPal, it just works.

i am also trying to test with sandbox and i ve got exactly the same problem. Just a question when you say (about configuration):

In Paypal:

Instant Payment Notification(IPN)
Notification URL: http://www.mydomain.com/administrator/components/com_virtuemart/notify.php
Message delivery    Enabled

Website Payment Preferences
Auto Return: On
Return URL: http://www.mydomain.com/administrator/components/com_virtuemart/notify.php
Payment Data Transfer: On

where exactly can i set these options? Do you refer somewhere in VM backend or at sandbox?

I never got the sandbox to work but PP does.
You should not need to set the IPN notification URLin PP, VM sents it to PP.

Have you tried using PP for real?

i am just implementing/configuring VM so i tried first to check with sandbox so i guess it PP is going to work.
