UPS error

Can someone explain (in dummy language) how the heck to set up a flat rate of shipping for UPS Ground, and UPS 3-day select. I don't need it to take them to the site, or go by zip, weight, etc.

When I try to add a shipper under "shipper list" I get this error:

"Warning: Missing argument 2 for vmGet(), called in /homepages/23/d171668745/htdocs/babymedesigns/administrator/components/com_virtuemart/classes/ps_shipping.php on line 113 and defined in /homepages/23/d171668745/htdocs/babymedesigns/administrator/components/com_virtuemart/classes/request.class.php on line 26"
