Apply to the Shipping methods multiple taxes

Hi,

We need to apply for the Shipping method multiple taxes.

For example, we have 2 taxes:
EU VAT 21%
EU additional 5.2%

We need to apply these 2 taxes for shipping method. OR simplest way to apply the same taxes as for product to the shipping. Tax should be with the Total product price + shipping cost

In Shipping method I see taxes. But there you can apply only one tax. What does it mean "apply default rules" and where I can set up default rules?
