Allowing outstation customer to only checkout on certain amount.

I want to setup my virtuemart 3.016 store to allow outstation customer to only checkout on certain amount.
Eg, I am living in New York. All customer from New York can checkout on any amount of purchase. But customers outside of New York can only checkout when purchase more than USD200.

How do i set this up on my store?

configure 2 different shipping methods
one for NY with no minimum
the other all postcodes except NY and a 200 min
change the no ship method to a message explaining why
