In Tax & Calculation Rule Details, can't add STATES

Hello,
In VirtueMart 3.0.14, under Tax & Calculation Rule Details, I'm trying to make a Tax Rule just for one US STATE, but on the drop-down under States the box is empty although states are loaded, as you can see from the pictures.

Any help is much appreciated.

i have exactly the same issue after i upgraded to 3.0.14
Even if the Country in published and the states are published the states are not populated in the Tax and Calculation section.
I checked in the database and all are published.
Please help!
