VAT only for some countries

Hello,
i have VM 3.0.9.4 and i want to know how can i insert different VAT only for some countries.
I know that is a way for to do this without buy component or plugin, but only usign the VM settings.. is true?

Yes, you can select countries when creating tax.

Ok, and how can it know what is the country without tax? By user registration, right?

Yes i confirm, so the best way is:

1- create a new tax that subtract (for example) the 22% at the final price
2- specify the countries in which you want to apply the taxation
3- in the single product page select "Apply general rules" in the Base price drop and down menu
