State dropdown in account details

I thought I had got this sorted but no.
I can't get the states to drop down, the states have all been created and are all published.
Also I'm trying to have New Zealand showing as the default country so it shows in the country field.
Some help please.

assume a javascript conflict - use Firebug etc to find

set in the userfields the NZ country id as default
