Why do i have 10 products per page by default?

Hello

Using VM2.6.2.
1. By default 10 products are displayed although I have Frontend default items per list view = 9 in Configuration->Template settings. Why is it so?
2. There is a second problem. Although I have 9, 10, 18, 36 figures in select box for setting default count of a products per page in a category view when i choose 9, the category page is being updated, but it still displays 10 products per page. But when I choose more than 10 products per page everything is working fine. Do you know what is wrong?

Solved. Category settings were blocking main settings.
Third question. Is there built-in posibility to change the values of "Number of Products per Row", "Category Pagination Sequence", Initial number of listed items" parameters for all categories at once from VM backend panel but not via PHPMyAdmin and etc?
