shopper fields glitch?

I tried to modify the shopper fields so that I could customize the Bill To form.  When I unpublish some fields, for example Company Name or Title, the virtuemart_state_id drop down ceases to have any drop down values.  I think the same thing happens when I move fields around in the form.

What I'd like is to have the following NOT appear on the form, with defaults as noted:  Company Name, Title, Country (default to U.S.), State (default to Calif.).  I would like ZIP to appear on the form after the City.

I believe that state wont work if country is unpublished and it is usually required for shipping to prevent people from other countries making an order. You maybe could leave it published but turn off Show in registration form?

I tried not showing State, but that didn't work.
