This problem annoyed me for ages. I use chrome and only use IE10 for testing sites. I had my IE settings set to never allow cookies. I changed this and now the cart works as it should. I noticed this because I tried to make test purchases on 2 other sites I know use the same version of Joomla and Virtuemart. Simple mistake caused me a big headache.
