State Dropdown Problem [SOLVED]

Hi. I have tried to troubleshoot the state dropdown menu, but with no luck.  Anyone who fixes the dropdown issue on my site and publishes how they did it below so everyone else can benefit from this.

I am on the latest version of Joomla 2.5 and I am using the h version of Virtuemart 2.0.7. If this matters, the server is running nginx.

I fixed this by disabling every plugin and then manually troubleshooting to see which it was. When I find out which one it was, I'll post back here.
