Canadian Zip Range Support (or lack there of...)

Has anyone managed to get Zip Range support working for the stock shipping plugin?

I think I've exhausted just about every combination of codes to try and get the plugin working for a Canadian postal codes but to no avail.

eg: Quebec zip range would be G1A to J97 which is what I have set in the configuration.

The shipping option is appearing for ALL shoppers.

This should be a standard feature, why is this being ignored?

turn off optional account creation and see if form handles postal code and gives proper shipping charge, when it finally has an user account to handle postal code from
