Shipment methods not appearing

I'm using VM 2.0.6.  I had multiple shipment methods working, and then I foolishly checked Enable Automatically Selected Shipment.  Now it only shows one shipment type and cannot be changed.  Unchecking the option or checking it results in the same behavior in Checkout.

Before anyone asks, yes I have made certain that there is a shipping address for the user and that the Country is specified in that address and the shipping method detail.
