I have translated vm 2 to portuguese (works fine j1.5 VM 2.0)

Looking at your files I do have a few questions:
Which en-GB files did you use for your translation? (I'm asking because the file en-GB.plg_vmshipper_weight_countries is not used anymore since approximately 3 months ago)
In your backend language file folder you have a few duplicates from the frontend files. You can delete those (compare the files with those in the trunk. The link is below).
Do you think you will need authorize.net? The company doesn't provide it's services in continental Europe and as far as I know it doesn't work for Brazil either.

You can try to enable Debug System and Language in Joomla configuration. It is possible that there is a typing error in the PT language file that causes this kind of error.
If 'Debug Language' is enabled, scroll down on the page where you have that error and check for language file errors near the bottom of the debug information. If any Virtuemart lines are reported (other than COM_VIRTUEMART_#="#"), try to correct the reported lines.
