On USPS Module I have the first class and other shipping options enabled and they all work except for first class which makes me think that the product weighs more than 13ounces. I go the product and it shows 0.438 pounds which according to usps.com is available for First Class.

As for your USPS module problem, you are probably experiencing the problem described here:

Upgrade to the v4.0 USPS module.
