I've just discovered that the manual installation package modules do not load into Joomla 1.5 correctly.
each module needs to be in it's own directory.
eg
/modules/mod_virtuemart_featureprod/
mod_virtuemart_featureprod.php
mod_virtuemart_featureprod.xml
Without this the module cannot be configured using the module manager and will not load into the position it's assigned.
Currently all modules are unarchived into the /modules/ directory.
