Hi, i have installed Vm 4 on joomla 4 and i can't setup Shop beacuse dropdown "State / Province / Region" on Vendor Information is blank!!
So i think either user can't register beacause there is no selection for state!!
Have you got States entered in Configuration/Countries?

You don't say which VM 4 you have. Test with VM4.0.2.10661 if that's not the one you are using.

I spent a few days trying to resolve this issue... Was focusing on server set up as I couldn't find anyone else facing the same problem (rolled back PHP 8 > 7.4 & MariaDB > MYSQL etc).
GJC Web Design confirmed what I was seeing and Milbo revealed that it's probably a J4 issue: https://forum.virtuemart.net/index.php?topic=148440.0 (a reference for others).
What I find puzzling is that there are only a handful of us reporting this issue... Which makes me think that there may be a bunch of people out there who are running J4/VM4 successfully. Not knowing for sure makes it difficult to know what to do.
...But it still may be a configuration issue for us.
I got my J4/VM4 set up functioning correctly in the front end when employing Guest Check Out (the back-end issues you report still existed) but also found that when Logged In as a user, no orders could be placed in the front end which was not ideal.
My thoughts are set up Joomla 3.10.9 (looks like .10's out but I haven't tested) and the latest VM4 and hold. Virtuemart is a wonderful cart and I'm sure that it won't be too long before we can successfully update to J4 from there.

A lot of European countries and the UK don't need or use the States so perhaps this is why they are able to run J4/VM4 ....

It's both - it looks like the newer Jquery in J4 requires a subtle change in how the JS/ajax is triggered on a change of country..

Sharing my experiences with Joomla 4.1.5 & VirtueMart 4.0.6 10690
Good news: State drop down error is resolved!
Started with VirtueMart4.0.2_Joomla_3.10.9-Stable-Full_Package.zip (Just this source file. Clean install / no other templates or plugins).
* Installed with preconfigured VirtueMart (also for multilanguage sites) + Installed VirtueMart with sample data enabled.
Joomla 3.10.9 > 3.10.10 VM test order using COD (Cash On Delivery) = Success... Reached thank you page and order was recorded as confirmed in BE.
Updated J to 4.1.5 = Call to undefined method Joomla\CMS\Application\SiteApplication::isAdmin() in FE (Front End).
Back End (BE): Swapped template from Horme 3 - Default to vmbeez3 - Default = #500 behavior::framework not found.
BE: Swapped template from vmbeez3 - Default to Cassiopeia - Default = User is redirected to home page (not thank you page) after selecting COD > Check Out – No trace of order in BE.
* As I ran many attempts, I did select different options when installing and at one stage installed my Pay Pay Credit Card payment plugin (for VM 3 and VM 4 ) which worked great in Joomla 3.10.10 / VirtueMart 4.0.6 10690 but locked everything up after clicking Confirm Order in Joomla 4.1.5 / VirtueMart 4.0.6 10690.
So, my experience revealed that test orders in 3.10.10 + VirtueMart 4.0.6 10690 = Success
Test orders in Joomla 4.1.5 + VirtueMart 4.0.6 10690 = No go.
Would love to hear reports from others as your experience may help me in moving forward.
