Is it possible to have a multilanguage virtuemart shop with only 1 language using shop/order function?
Starting a new shop for local country first. And activate other langauge(s) later.
Product and prices should be visible but 'add to cart' should not be visible/active.

AFAIK not out of the box.
You could override the addtocart.php, if I remember correctly, and check for language.
