Low Stock Notification function if:
- is setupped in config Send low stock notification (then send email to vendor)
- is setupped in product detail Low Stock Notification (number) (don't forget about stock number and ordered number)
If I use this function:
- if number of stock - number of ordered == number of Low Stock Notification and Send low stock notification is checked, then email for vendor is send.

Do You use a custom template? Yes, VINO VERITAS - JOOMLA! TEMPLATE
I you do, turn this OFF and use for example Protostar and Beez. ==> Yes(BEEZ3) but it is the same it will not work
VM ==> 3.8.4
Joomla ==> 3.9.20
PHP ==> 7.4.4

This is a usually a non issue.
it is something in your setup that is different, have you tried more products? child and parent product can share stock.
have you added something in the product message that breaks in your language ?
tried to switch to english?

You do know that this is only sent to admin when an actual purchase is done ?

I still believe that this is a template issue, Hard to test as a customers and top of that with custom template. The custom template can have extra plugins that mess with this. Have You checked your spam filter. This can be filters by a strong spam functions, event though other enskild from your site come through. You have made actual orders to check this right ?

I also did a complete clean installation locally and it didn't work !!!

No I can not test this, only an administrator can check this, please understand this.
A clean install does not include the winery template or included modules or plugins.
This finally boils down how clean Your clean install actually is.
This is as I said normally a non issue. Is your mail configurated as SMTP ? If not try this.
Do You have any incorrect configurated additional vendor email adresses ?
Do You have a configured vendor in your clean install ?
This is peer to peer forum with voluntairs, supporting a free software on their spare time.
