I do not Think it sais that it claims to be responsive. ;)
If Your template is claims to be responsive then it needs some changes.

Yes, this is known about, of course, the table causing the issue, but some template overrides and css can make the page much better when used on small screen devices. See http://forum.virtuemart.net/index.php?topic=139168.msg488642#msg488642
Most people use a responsive Joomla template with overrides, or a responsive one page checkout plugin.
