Print Page - Minimum Quantity not working

Title: Minimum Quantity not working

I have a product that I set Quantity range Minimum to 2 and max to 0
I can still select 1 item and add it to the cart. it doesnt state any errors or anything about a minimum.
I tested with multiple templates (atomic / beez 2-5)
still no change.
what can i do to fix this issue?

I cannot remember issues with that old VM version, but 3.0.9 being and odd number release was a test/development version.
