Is there a way to have a menu link to a page showing all categories? How would you do this, I didn't see an option for it under virtuemart in the menu creation area.

There is way to create menu for category display through administrator.
Please follow given steps with attached image-
Admin -> Menus -> Main Menu -> New -> Select "Category Layout" as menu Item type, Top Level Catgeory for category and "Categories" for page layout
Save and check at front end it will display list of categories.
