Title: Taxes & Calculation Rules - US States not available

Attempting to create a simple tax rule to charge tax for Florida residents. There are no states in the select box. The only option is "Select All". Selecting that adds a "Please Select" value to the selection box.

What needs to be done to enable state selection. I have attached a screencapture.

You need to update to VM3.0.16 -   http://dev.virtuemart.net/attachments/download/1000/com_virtuemart.3.0.16_extract_first.zip
