I am using Joomla 3.5 and Virtuemart3.0.10. I want to achieve below requirement.
"Once user clicks the checkout button(after filling billing/shipping information and selected payment/shipping method) from cart page, it should not go to payment gateway, it should redirect to a separate page, that page will show "Your order is validating" then admin will change that order status as 'pending', then user can checkout that order from their order history or from email."

just use the VM bundled "Standard" payment plugin

how later the client will check I think there is a 3rd party plugin for this
