If it were a bug there would have been lots of similar reports. Yours is the only one that I have seen.

i have some bugs that i don't reported here. Because i know this get not reviewed.
Simply activate developer mode in Joomla debug settings(this report strict errors too), and you get already some.
But perhaps you are right and this is only a setting, but i never had this case for now on any of shop i manage or i done support.
