Does anyone know a way to have the cart back in the original steps eg as follows:
1) Products in cart (Not Tax / VAT)
2) Billing info
3) Delivery option
4) Payment option
5) Confirm Order (Tax / VAT added to the cart at this stage)

Never heard about this. In germany it would be illegal. In other states it does not hurt to show it directly with tax.
You can set it back partly, when you disable the OPC option in the vm config.
So tax not applied till address known? Tax per bill with country filtering?
I have with some cart over rides recreated the much loved and missed VM1.1 step by step

We have changed the setting to Tax per bill with country filtering.
This has changed so much for the website and help create the sales we are looking for. However there has been around 3 orders which have gone though the checkout without any Tax/VAT even when I pick the products and add to my cart I get charged VAT how can someone avoid the TAX/VAT been added?
Please can you help me out?
