M 2.9.9e JSON Bug for States

With SEF on, JSON for State lookup is defaulting to current path, IE /store/user/ as a result 404 occurs
in vmsite.js temp fix is to include / before index.php line #85

I am sorry, I was not able to reproduce this for vm2.9.9f. Neither vm3 or vm2.
