I have installed virtuemart 2. The problem is that (as seen in the picture) are not tags. for example "accept terms of use" or "type of shipping" or "payment"

I would suggest to enable 'Debug language' in Joomla configuration, then look at that page again. The language debug should list one or more problems. Might be just a typing error in the frontend es-ES.com_virtuemart.ini file, which can prevent that the file is loaded by Joomla.

You need to scroll down to the bottom of the page while 'Debug language' is enabled and open the different tabs to see information about which language files are loaded and which lines probably have an error.

Looks like the spanish VirtueMart backend language file is not loaded. I've attached a new one below. You can install it with the Joomla installer.
If that does not help, try to disable the experttweets module temporarily, because it's language files are making trouble, too.

Excuse me, my above comment was nonsense, because the backend language file is not loaded when looking at the frontend.
Does the Joomla language debug display any parsing errors?
Also, you could check, if the System debug shows any errors.
Which Joomla/VirtueMart versions do you use?
If you are using the Firefox browser, the Firefox plugin 'Firebug' often helps to find errors.
Just a thought, are you using a template override for the cart? If so then disable it (renaming the file is easiest) to check if the labels display in the default VM template.
If not then ignore me...
...or maybe temporarily switch to a different template, to find out if the template currently in use causes this problem.

Looks almost correct to me, except the string "Notes and special requests". Normally it should display the string which is stored in the file ...\language\es-ES\es-ES.com_virtuemart.ini, approximately line 114, which should read:
COM_VIRTUEMART_COMMENT_CART="Notas y solicitudes especiales"
Please have a look again if Debug language shows an error in the frontend es-ES.com_virtuemart.ini, while in the cart view. If there is i.e. a missing quote somewhere, the file might not load completely.
The 'VM Manufacturer' and 'VM Category' are the default manufacturer and category names from the sample data, which in your screenshot are displayed in one of the modules (maybe 'Latest Products' or 'Featured Products' - I can't see that from the screenshot). If you display VM modules in the frontend, you have to 'translate' them by changing the module name or create a duplicate of the original modules and publish the copies. Same with the menu titles. If you want a spanish menu, you have to create spanish menu items.
Make shure you have disabled and all cache, while trying to develop your site.
In my desperation I uninstalled virtuemart and have been reinstalled. Currently only in English. The problem persists.

Looks to me like you have a javascript conflict on your website. You are loading 2 different versions of jQuery. You should load only one version of jQuery. Also, on every page bootstrap has a hiccup. Perhaps you can solve your problem with bootstrap like described here: https://forum.virtuemart.net/index.php?topic=108075.0. However, maybe it already helps if you switch the Google jQuery off in VM configuration.
