Title: Special Characters (dt. Umlaute) wrong in Paypal shipment address

Hello,

I have VM 2.0.18a with Paypal Module running with German language
I somebody is ordering with a name with Spcial Characters (i.e. Ö, Ä, ß) in the Shipping Address of paypal the chracters are wrong. However the name of the account is shown correct. See attachment. Red is wrong, green is shown correct!

Is this from Virtuemart or a paypal problem?
