I've just moved a site to a different server, from the transfer to the new server the dropdown is not working. The errors firebug gives me are

The domain name doesn't point to the server i'm using host file to edit the IP address.
Any help with this issue would be great
new server? or new domain && new server?

The Vendor information has the new base url for the new domain.

could it be a htaccess issue?
There no htacccess on the server yet.
The site was moved using FTP transfer from a development server to it's current server.
Between the new and development server (where it works fine) the only different is the url (www.digital-dev.co.uk/homeheating to www.hampshirehomeheatingoil.co.uk)

I've moved a few sites this method with Virtuemart and this is the first time I've seen this issue happen. I can confirm that all files were moved in the progress and nothing has been lost or changed apart from making sure joomla speak to the database.

The state drop down list is not working, and I tried to use a text field, but now the state is not being picked up and paypal can't confirm the address.
Getting an error:
