This is not a full pack, just 2 files (Site and admin com_virtuemart.ini )

I've Translated 2 files (2390 lines)
How many lines are left in all other files?
I'm sure many others will be happy to receive only (Site and admin com_virtuemart.ini )  :)

Not questioning your offer as this is a translation for the main part of virtuemart!
So its a good work!

I'm just pointing that there are more files to translate as you stated this as FULL translation pack.

Also note that there are now some more lines (93 lines) in those 2 files to be translated. Please see the data in transifex project:

(you can update the translation directly in the Transifex project!

Just download the arabic language file and use the Joomla Extension Manager to install it like any other extension in Joomla.
