I am using Joomla 2.5.1 and VM 2.02.
Where does one edit (add text) for the terms of use?

Log in to administrator
administrator/index.php?option=com_virtuemart&view=user&task=editshop

Under Shop then Shop again. Or you can simply append your site URL with the link above. Scroll down to the bottom and add your Terms of Service.

I had to add the administrator account to 'is a vendor" and then I got a new vendor tab where all this lives. That is a bit confusing.

Not really, the shop owner/administrator is the vendor. The vendor adds content to the shop, edits the shop terms etc..
