If that doesn't help, it might be the best idea to wait a few days for the next version (probably 1.9.8h), because as far as I know the devlopers made a few changes again to make installing VM2 easier.

I am having the same problem with Taxes & Calculation rules when trying to create a new rule. ???
I found one small solution... if you add to your account (using phpmyadmin) inside the table xywz_virtuemart_vmusers inside the field virtuemart_vendor_id one valid id from table xywz_virtuemart_vendors, you can add and edit tax rates. I hope this help developers...
